You need a general-purpose document builder for the whole business. That is what PandaDoc is good at.
You want deep document analytics, content libraries and internal approval chains before anything goes out.
You do not want to take card payments online at all. Then a signature tool is enough, and PandaDoc or DocuSign will serve you.
You need the plan in a dozen languages today. VetApprove is English only.

Could I rebuild the VetApprove flow inside PandaDoc?
Closer than you would think: optional lines, a synced total and payment at signing all exist there. What you would still be doing is building the document, connecting the gateway and paying for a seat per person. What is not there at all: veterinary templates, a page written for a pet owner rather than a buyer, the sealed record with the CSV line for your practice software, and the day 1 / day 3 chase with a balance reminder the day before the procedure.
Do you have templates for specific procedures?
Yes: dental cleaning, spay and neuter, TPLO and other orthopaedic surgery, imaging and diagnostics, hospitalisation and emergency deposits. You edit them; they are a starting point, not a cage.
What if my client wants to talk before signing?
The plan shows your clinic's phone number and stays open until the expiry date you set. Most calls we hear about are shorter, because the owner has already read the prices.
Is there a contract?
No. Month to month, cancel any time, no setup fee. Early access means you prepay the first month and we deliver within 30 days or refund you.
